MCN is asking me for a written permission

I applied for a MCN and they rejected me because I don't own the content of my channel.
But they said if I have permission from the content owner, they can consider my channel for approval.

Is there anyway to create a fake letter and get the approval ?

imo there's a difference between uploading copyrighted content and committing fraud to enter into a contract.
