I have learnt that not all CPA networks like CPA grip accept chat traffic, that is traffic from WhatsApp, Facebook messenger etc of content locking offers. Is there a CPA networks that accepts chat traffic for content locking offers?

Any lead that needs to convert to sales must not come from chat traffic as this traffic wont convert as sales.
You may do these to networks that has incentive offers where you ask colleagues to do that certain action.

OGAds allows it I believe, guessing you do some adult stuff and I think they allow that too as long as there is no nudity in the landing page. (Ask your AM before running though).

Any incentive CPI network should allow it. They only need users to download the app, mostly to boost sales. As long as the user is real, good to go.

Maybe you should try with RevShare instead! Any traffic goes with RevShare and it's MUCH more profitable than CPA.
