Yes, 80% of publishers run their sites on header bidding.
The site domain.blogger.com - no. You're not the owner of the blogger.com domain, thus you cannot monetize it.
If that's a domain.com and you're able to place code in the <head>, add ads.txt, and place tags, it should work.

I also have a slight paranoia on whether I typed my e-mail wrong in the form but I don't think that's the case.
Is there any way you can check the status of my form?

Yes, those sites who have decent traffic will have headerbidding provided.
Those new sites and those want to have set up through their own GAM accounts should get in touch.
