They use proxies and connect each account (or couple of accounts) through a different proxy (IP address).

In this way, the target website doesn't know that all accounts originate from the same PC/device.

In general for dedicated (fixed IP) proxies, one account per proxy. But with rotating proxies, it's best to set your accounts in such as way that they won't use the same gateway IP. For example if the rotation is 30min, you set your accounts at this interval, in this way, no two accounts will ever use the same IP address.

And does people do it on their pc or vps ?

It doesn't matter from a setup perspective. It's all down to your convenience: your PC is at home and you can use it as you like, whereas a VPS while in the cloud, can run 24-7 without you worrying about other issues, electricity, etc
