If my avg. like is 150 then i should only use those hashtags which have top post with less than 150 likes, isn't it?

What if you are starting and dont have many likes and comments? Cause i only have arround 40 likes per post and very few comments. Do I need to do follow unfollow till I reach certain amount of likes?
