Well, for the proxies, if you don't run lots of accounts, in general, the 20$ package should be your sweet spot.

Bought 3 IG accounts. All three had Russian email addresses attached to them.
All accounts required an email verification, of which, I received 3 email address with their passwords as well.
2/3 worked, for the 3rd that didn't, the email provider asked I provide the backup email to that account, of which I didn't have.

I've had some problems sometimes with the emails when I logged in, I just turned on VPN with Russian IP and then it worked to log in that email account
