Our end goal is to generate purchase conversions. A few questions bearing this in mind --
1) Will FB's algorithim optimize my campaigns based on purchase conversions it collects through my pixel that are not generated thru FB? E.g., if FB generates 2 conversions and my website generates 100 conversions in total, does FB use all 100 conversions (or just the 2) to better optimize the campaigns?
2) I read FB requires at least 50+ conversions each week for its algorithm to be optimized. There's no way I can reach that w/ purchase conversions. From what I read online from "FB gurus," they seem to recommend keeping the adset as purchase conversions, despite not reaching 50+ weekly conversions. What are your thoughts around this?
3) Does conversion data acquired from 2 different adsets or campaigns help each other optimize?
1) For optimizing your campaigns you should set a pixel to your website, so Facebook will see, if somebody purchases your product on your website. If you dont set a pixel to your website, Facebook will not see any purchases there and will not be able to optimize your campaigns
2) For better algorythms working you need to have 50+ conversions totally, not weekly. Pixel will learn on those 50 conversions and understand, which people buy your product. What are their interests,demographics, hobbies, ages etc. So if you choose a Conversion target for your campaigns, pixel will try to fing those who buy your product. Definitely you should choose Conversions, if you want more sales
3) Data is acquired from all the adsets and campaigns where you use as same pixel as you set on your landing page

I ran a few ad sets in a PPE campaign with video to see how it performed, test audience, and video ad.
Ran for a few days and switched to conversion campaign. Now I'm not getting any impressions. It's been about 40 hours.
What could be wrong?
The problem is that your bid is very low and FB cant give you the impressions.
There are two options for you:
1) you need to switch back to CPC or CPM model
2) You need to raise the bid of the conversion
Any tips you could offer to someone just starting out looking to gather local leads to sell to surrounding businesses? Anything white, black grey or purple would be appreciated, lol.
That's quite a general question. Could you please specify, what tips would you like to get? Regarding the right ways of running ads on FB, when you work with BH\WH? Or potential offers, that you could work with?

And do you use more real people images and faces or cartoon and vector ads to deliver leads?

Best creatives always are those which tested a lot. There is no universal recommendation about colors, texts, pictures and objects on them - every creative needs to be tested. After some tests you will understand CPCs of your ads, so ads with best CPCs can be kept and optimized in the future, but ads with lowest CPCs should be switched off
