How do you set people against themselves?

A lot of times you are dealing with conspiring groups.
Some examples are

• Your wallet got stolen/Your car was damaged etc.. You ask someone who was right next to you and he visibly pretends to not have seen anything happen and you know he is lying to protect his peers who likely did the robbery.
• You got tapped on your shoulder, turn around and nobody pretends to have done it. You ask the one closest to you and he says with a knowing smile that he didn't know.

The commonality is:

1. You admit ignorance about who did it
2. The other guy fears his peers more than you

Is there an effective way to get your stolen goods/car back, know who tapped you etc, in other words, make yourself more dangerous to the guy?
