Is there any DMCA ignored blogging platform?

We can get offshore hosting for websites but is there any blogging platform that ignores DMCA?
Most of the popular platforms straight away ban your account even if they suspect copyright infringement. The google search rankings or ads are not a requirement. I just need a platform where I can freely dump links which help me not to lose audience in case if the site gets blocked or domain changes. It basically has to serve like a funnel to drive traffic to a DMCA ignored website.

I use Blogspot without a glitch. IDK if you want any other platform in particular.
 
lol i dont think so there is any, but why this question when you have option to install wordpress on any dmca ignored hosting and do your dmca ignored blocking.

Blogspot removes if someone reports the blog. I have tried it before. I don't have any requirements but just a point of contact for my users in case if my site suddenly disappears. Generally, the proxy sites take over all the traffic and we need to start afresh if something like that happens.

I already have a DMCA ignored site but this blog serves as a point of contact if something happens to the site. DMCA alone is not a problem as there are many other issues like hacks, ISPs blocking websites, attacks etc. So, I'm looking for a 3rd party resource to reroute traffic which can be used to update links in case of any such issues.
