This is like manual penalty, but without any warning in Google Webmaster Tool. Many years and I have never seen anything like this.

I read many times, and tried to give meaning. I think he means that the websites not have any technical issues to justify all those mistakes, and the sites have been reevaluated (after te last update?).
So, don't know, but i'm not really happy about the answer

if this is penalty then atleast they should allow us to know that this was indeed penalty..but no messages at all at our webmaster tool ..
but i do agree that the impact is similar like you have been manualy reviewed (penalty) ..i've been punished before with site wide links penalty and the impact i could say 99% is similar with what we have today (index error)...from thousand literaly zero visitor

I don't think he knows whats going on as well. Let alone the fact that he actually had no idea what happened on 17th December just proves this.
Suddenly on 17th December Google started to re-evaluate our websites and the index went to shit...COOL STORY BRO...
EDIT: The thread on Twitter, so many german websites. I had this index/traffic problem on so many of my german websites. Seems like Google.de got hit hard with this.
