How to make a 4G proxy?

Firstly, I apologise for asking a question that’s been asked lots of times before. I read those posts and get extremely confused due to the jargon used.
I’ve used a 4g proxy for a while for Jarvee but it’s ridiculously expensive and I want to make my own.

can someone tell me how to go about making one?

It’s for personal use, only 1 IG account (maybe more in the future).

promise I’m not tech illiterate, I have a game dev degree

The thing that confused me was the RPi. I’ve never handled one before so I don’t have a clue where to start and how to connect it to a phone etc

Maby it would be better if you bought the ebook on here. There's one that goes over this topic .

Basically you need to make a hotspot and turn it into a proxy.

I saw a tut on here where they turn an android phone into a proxy, rotating IPs.. would you use an app like Jarvee just like normal, without putting in the iP and port since the entire App is running on the proxy?
