Besides the basics such as responding to comments to make commenters feel valued, checking where viewers click off the video most to understand where they lose interest, it really depends on the type of content. What industry/niche you are in will determine how quickly you may grow.

I think there is zero magic recipe to be honest. And “quality content” is really subjective. Also take note of the “van” lady 1 million+ views was that quality? To grow you must produce content , optimize everything along with push to all social platforms and pray its your lucky day that YouTube does not decide to bury your masterpiece.

Leverage other social media accounts to build a following and drive traffic. Use the ones that make sense for your niche though, and don't waste any time/money on any platforms that don't serve your audience style.
