Does anybody know if there is a tool or a website, where you can find TOP 100 Instagram accounts/Influencers on Instagram in a specific country?

It would be even better if it's for free.

No, there's no such resource. Either do the dirty work yourself or pay someone a LOT of money. Usually the analytics site with influencer data are $300+ a month.

Just so you know, it's an incorrect list and makes no sense. For example, if you check top influencers from Germany, it shows Kim Kardashian on number 6 and Justin Bieber on number 10. They are quite the opposite of top German influencers. I am sure it's the same for other countries.

What do you mean by "TOP" though? Most followers, engagement, etc?

Why don't you just do some scrapping?
Start with the president of that country, local singers & actors, big local companies. Scrape their followers and order them by the amount of followers they have.
Even do it manual, have a look at the post of different locations in the country and pay attention to the ones with most likes, won't give you exactly the biggest 100 in the country but you will get 100 big ones with no effort and time.
