You can but it wouldn't be a true PBN, it would be more classed as a web 2.0 property which you wouldn't 100% control. You would be better building your own network up (a little costly in the long run) but can work wonders.

Yes generally PBN are considered if you have other self hosted domain. Since you are hosting on blogger it will mostly consider as a web 2.0

Not sure about PBN like how does it build and how do this work but working on blogger is really very easy. Just go to blogger and log in your account and create your Blog on blogger.

You are basically comparing a fire cracker with an atom bomb. with blogger, you can't even change the url structure most probably... Let alone advanced stuffs.
