Not really. I tried once and in 3 months 2 of my domains were taken down for spam. Just get a domain and wordpress
can I make pbn on blogger.com?

You can surely use blogger - but you need to know the limits of using that service.
1) If you use their blogspot account, and if you spam heavily on your sub-domain, their system can detect the link spam and your subdomain will be removed automatically by their system
2) Sometime, if your account gets spam complaints, your sub domain will be suspended as well - you can appeal, but multiple complaints will still get the account suspended and terminated
3) Not many worthy sub domains are dropped on blogspot - they seems to stay around and not get deleted - the good ones, thus, it's hard to register a good one here.
