My short review.
Since they don't allow for Paypal payment for us commoners, I knew this was going to be risky.
Before placing order I've been clearly asking if vccs would serve the purpose to create an AWS VPS and inside it make a new paypal (to verify new Bing Ads).
They replied me I would need 2 vcc (1 for verifying AWS, 1 for verifying a new Paypal to be added on Bing ads).
In the end:

1) After adding vcc to AWS I got account blocked (they told me it was on my fault, due to using virtual phone to pass verification code and vpn, which of course they didn't mention before and refused to replace vcc)

2) After creating an AWS account by myself , I've created a new Paypal account but vcc didn't work, so they replaced it. The new vcc card worked with PP and I've verified it, but then after creating Bing Ads account I've added Paypal and... Bam! Account Suspended.

Long story short, none of the purposes they confirmed me to do ahead were actually possible.
I would had filled up a refund request if it were on Paypal, but since I paid on crypto I highly doubt they will.
