Not quite sure what you mean by 60% - 100% monetizable. I am assuming you're asking that if you buy 1000 views, that a minimum of 60% shows an ROI? Even if it did, the return you'd be getting is so minute, it won't even be worth it.

No views are monetizable mate. Even if some sell them, that would be completely against the law. The idea is not to buy views so that you make money from the views your bought. The idea is to gain traction so that your video starts getting organic views, growth, subs, etc. From there you start getting paid.

1000 views won't pay you anything even if organic. You need in the tens to hundreds of thousands to start making it worth your while (Adsense wise). There are WAY better options to make money using YouTube than Adsense, bud.

We've been testing likes for the last 2 weeks to ensure there are no drops and it's been going well so will re-open today or tomorrow

As for views, what we currently have is some of the most stable views available anywhere. That said, we're working on HR and if all goes well, we'll be back with those soon too.
