I want to promote dating and loan related CPA offers on Bing but the CPC is very high how to find low CPC keywords with are targeted too.

I didn't want to give this away. I hope you are using a tracker.
Target the Loans by State. Put the States in the Ad Copy. Make the Ad congruent with the Landing Page.
Start with the Keyword ”Online Payday loans” both Broad and Broad Modified. Set it at 0.75, don't believe want the suggestion say give it seven days to start getting clicks.If it doesn't get clicks, they will provide you with some that do. You want Broad to catch trends that the Keyword Planners don't pick up.
Target ages Over 35.
Look up areas where the average income is $60,000 to $80000 and make Ad Groups for them too.
Have two campaigns one for Bucket and one for No Bucket.
Negative Keywords, Free, No Credit Check, Bad Credit, etc.
Now would be a great time to target Christmas Shoppers.

question for you, how did you arrive at the conclusion to advertise only a certain age group?
I ask because bing reports do not allow you currently to see the demographics of your conversions.
It has daily ranges and even then those ranges appear to have no clicks. But my 3rd party tracker can see there was a conversion that day. So bing is very much off.

To Be Honest, I'm just profiling. You can Get an idea of the Demographics through Bing Intelligence. Keyword tools are Inaccurate, that's why you need to use some Broad Match and add in Negatives Daily.
When I open this Campaign back-up. I'm going to let it run on Pure Broad for 3-months, I'm going to sell the Negative List for $350. I just threw this in because you can do the same. A mature Negative List will save others $1000s of dollars and time.

I don't have is info about Bing and Bing's tool but won't Bings own tools won't help in that?
