I am a bit confused here. When you say postpaid, do you mean if I buy the ad account and it has 200$ threshold, I would not have to pay the 200$ since it's postpaid? I know with Facebook ads, one has to spend before paying. So please explain

I was never approved to advertise on Fb.
They didn't allow me to even start and cannot figure out why.
I am pretty sure that there is some kind of "foreigners discrimination".
I still don't understand why would they approve my payment accounts whether paypal or card just by using a different Fb account that its not ME.
Can you please clarify? Because so far, Fb advertising has been forbiden to me.

Correct. You can run campaigns until either the billing threshold or billing date is reached and the payment method on file will then be billed.
