Please open a ticket. The control panel is merged with the billing panel for all UK VPS. You can manage your VPS by pressing "manage" button inside the billing panel

I just need 2tb bandwidth going out, no actual storage space (say 1-2gb just for the OS/software?) centos and cpu is using 1-2% MAX currently on a 2ghz single core with IBM. So if I could adjust the space and all to 2gb bandwidth (like first plan) i'd be gucci..
