That is generally a risk sellers should accept.

You respond that you have the same amount of trust in him and offer to use an escrow service. If the seller doesn't want to do that, that should be a red flag right there. Escrow services have a fee of course, but they can easily worth it, when you are about to close bigger deals.

no probs mate, if you can't reverse through paypal, try calling your credit card company, thats why I love using AMEX + Paypal when I pay for shady transactions because if something goes wrong, paypal will refund it and if not, amex definitely will.

If its about making Paypal Chargeback then best case scenario is paying using paypal balance ( not credit-card payment)
because its most likely to win chargeback if its paid via paypal balance unless the scammer transferred funds from 1 ac to another.
and according to my experience i suggest everyone to open chargeback immediately if seller fails to do the agreement because when chargeback is opened the funds is locked in their paypal they can't move the funds.
but if late the scammer might transfer funds from 1 ac to another which is a disaster and means money loss.

The funding source doesn't matter or it actually does, because if you pay with a credit card attached to PayPal, even if you lose the case on PayPal, you can still have a go with the credit card provider. If you're paying with your PayPal balance, you're fully at the mercy of PayPal, which is often a gamble.
You don't have to worry about what the other party does with the funds. If you won the case and they can't deduct it from the seller, it will be covered from PayPal's own pocket (at least until it's collected from the seller by debt collectors), hence the negative balance on these accounts.

Scammers are everywhere bro . pakistan ,russia, arab nations even western countries are full of scammers. Lately BHW is become honeypot for scammers. Mods cant do much except banning. This does not prevent inteliigent scammer to create new accounts by using proxies.

The scammer would pay to sell on here, so trying to sell would be flagged straight away by mods, staff and older members

It won't make a difference. This is BHW, where people know all too well how to bypass ID and phone verification.

At the end of the day, it's fairly rare to see a Jr VIP as the subject of a Shit List. Of the small number, most have been as a result of poor customer service or where a service does not meet the description.

In the case of @mousepotato, there were tell tale signs to potential buyers of the risks in dealing with him:

1) He was a jack of all trades - this guy was trying to sell everything, including the kitchen sink;

2) He constantly took members off site and onto Skype, where moderators/staff cannot monitor conversations;

3) He asked some members for Paypal F&F payment (he even openly admitted his account had been restricted before asking for payment);

4) He had no verifiable background or history (no website/references/business name).

If people read @Zwielicht's guide to staying safe on BHW (https://www.blackhatworld.com/seo/avoiding-scams-staying-safe-on-black-hat-world.884947/), as well as his monthly reports, threads like this can be avoided.
