I bought the VCC like couple of days ago was delivered pretty fast right after i paid. But i wanted to create an USA google adwords account but i am not from USA so i asked them if we can do something about it and their staff said Uk billing works great so i got a VCC with uk billing but now when i tried to create an USA google adwords with UK billing there's no option for individual account only buisness account is allowed to UK people :/

Can something be done here to get me an working USA google adwords account ?

You leave somewhere footprints or you don't set up properly. It is a little bit difficult for the first time and you must be carefully about everything since it's not a straight line.
