Making Money With Adsense Custom Search

I was browsing the web today and I came across 2 websites that essentially do the same thing: they both show multiple titles/headlines on their landing page and when one of these titles/headlines are clicked they show some Google ads.

I have come across websites like these many times in the past and I am just curious about the following:

1) Why do these websites all look the same? Is this a generic Google Adsense search template?
2) Is what they do "legal"? Meaning, are they doing anything that violates Google's rules?
3) Are they using the Adsense Custom Search Engine to make these websites?
4) Is there a specific name for these types of websites?

I thought the same thing but they are buying ads to these websites. With parked domains, this usually is not allowed.
