There are plenty of networks in India which you can use like vCommission, AdmitAd etc.,
Payments are pain in the a$$ though.

Payouts for third tier countries are really really low, not really worth it. Try focussing on quality traffic from quality countries and you'll be rewarded handsomely

India used to perform good, we specialized on it before. Now only Tata carrier traffic bring money, nothing big like Vodafone. APK can work, though.

For India ogads, peerfly, cpalead ( they have some issues have mailed them so worth trying) try native ads like payclick.
