Okay, so this is a white hat question talking about something blackhat, So, I guess this would be in White Hat SEO.
My question is, that what if I publish an article on my website, and it doesn't index on google yet, But someone else, comes to my website, steals the article, and publishes it on his website,
And gets it indexed by Google by submitting his page.
Now, when Google comes to crawl my website, it has the same article in it's index already, so, my article would be considered duplicate?
Or Google would check the time when the article was published and compare it with the indexed article?
And exactly how would it do that?

There was a video by Matt Cutts explaining exactly this.

Duplicate contents are not penalized but sites which do it time and time again are.

And type as you wish man, just use a good colour I don't even like bhw in white
