PBN is okay, but try to make it as natural as possible..
I think if you build your own PBN networks taking care of all parametric with definitely work. If you use network PBNs these are not trustworthy because they put any shady content with irrelevant and spammy links to their network for money although you can get good PBN links as well from the marketplace.
When you do something that is off the guidelines that is sure a risk but if you let it handle by the professionals you might achieve what you expect. Don't overdo the process, just combine paid and natural links. Use good and relevant content on your money site.

Follow these steps when creating a web 2.0
1. Keep the username very much similar to your requirement. Lets say if you are going to write about finance alone, keep your web2.0 relevant to same like My Weblog or something similar.
2. Create categories, headings, about me etc sections. Since you have full control on each piece of stuff on the blog, make the most of it. Make it like a website.
3. Each content you create, keep it readable for the end user. Properly give interlinks, headings etc
4. Add images on each piece of content. Images will help in reaching a larger target audience and make the users stick to your blog for long.

What do you think about creating web 2.0 and buying pbn that will be linked to web 2.0. Does this would be ok for making web 2.0 more powerful? Or its better to linking from pbn to my money site? and create web 2.0 with some bookmarkings, social media, directories, that will linked to web 2.0?I use Web 2.0 to diversify backlink profile with contextual links, but it won't have much affect on rankings if you don't build links to them. For real link juice and authority I use PBNs built on expired domains that already have good backlink profiles so I don't need to waste time for building (and indexing!) backlinks. If the PBNs are of good quality and not spammy, then you don't need to worry about the % you have. It's always good to diversify backlinks with other types of links and also make sure you use different anchor texts, not just your main keywords, but LSI, naked urls, generics.
Also i was reading on Matthew Woodward website it's better to linked from tier 3 links to tier 2 and tier 2 to tier 1. Do you think works? And last question,
Does my website can be de indexed if google finding pbn linked to my website? or google just de indexing pbn websites and my money site keeping alive?
