Traffic is low so you need to do more to scale the things up.

Do a proper keyword Research as well as Page 1 competition analysis for those keywords and then write content targeting those keywords.

Don't underestimate the Power of low search volume Long tail Keywords.

Keep an eye on Site Structure and On page Seo. After doing all this then go after Off Page Seo i.e Link Building.
