What number is considered low/medium/high competition keywords?

I have been searching around the forum a while for this answer.

How do you decide if a keyword falls into the low/medium/high competition range?

Do you go by the number of Google results? If so, how many search results means medium competition/difficulty? E.g under 10,000,000 results.

Do you use external sites such as KWFinder to show you monthly searches for that keyword? If so, how many monthly searches means medium competition? E.g 80,000 monthly searches or below is medium difficulty.

Are there other ways to check the difficulty/competition of a keyword?
