twitter automatic list

I need to keep tabs on a targeted list of profiles. I have them in a CSV, but need to add them to a list separate from my normal feed. Is there a tool that will let me upload that csv into a twitter list? I found a few scripts from a while back, but they require a dev account. Any help would...

Before you comment, IFTTT discontinued this recipe recently. I used to rely on IFTTT for this. It would be great if you can tell a "free" alternative for the same, where a twitter profile will be added to the list if they tweet. Any paid service also welcomed.
