Anyone Know How to manage Twitter List from CSV?

I need to keep tabs on a targeted list of profiles. I have them in a CSV, but need to add them to a list separate from my normal feed. Is there a tool that will let me upload that csv into a twitter list? I found a few scripts from a while back, but they require a dev account.

Any help would be greatly appreciated. If this is possible with FollowLiker, let me know pls.
