paypal hack

hello everyone, I have some lifetime limited PayPal accounts, one person told me it can unlock it (he's an hacker). Is it true? Or it's just a scam? Someone fix this with methods like this?

Do anyone know how to bypass PayPal's phone verification, Because I'm trying to send an invoice and it keeps saying that the phone number I entered is not in my name. Thnx :3
