YT video time , and couple more questions

Hello dear BHW folks. I am exploring YT methods for long and now want to make my first steps.
But I need to clarify some points which really concern me a lot.

1. The length of the video.
I heard that the video should be more than 10 minutes long. Why?
How can it affect your earnings?
Can I use some programs to prolong the time of the video. For example the original video is 3 minutes long, but I add some pictures or simply a black screen and prolong the time of the video for addditional 7 minutes with some programs... How would that work? Or it is a violation and will bring me ban?
If it is a good idea and you use it, tell me the program pls.

2. Does likes and comments received from sites like like4like.com and stuff help to rank your video?
Can we use it before / after we ve enabled monetization on our channel?

3. This one is a bit complicated, maybe a few experienced youtubers can answer...

Well I plan to get views through SEO , and my channels are planned to be "gray" ones .
I am planning to rank for both :Internatonal (English) and local (my country langugage) keywords.
I understand that for English keywords and tags, the competition is huge...
On the other hand , I can get many views targeting the local keywords (I can earn high amount of views ,preparing some videos for "trending" events and news in my country, and the competition is much low).
But what bothers me : what if there will be very little advertisments for my country, and just 2-3% of views will be monetized? How do you look at this part of the question?
Do you think I should pay more attention to International (English) or local segment?

1. with video > 10min. u can add more ads on the vid. more ads = more $.
2. it does help.
3. i dont know.

one tip. just focus on making good content. dont think of making $ in first 3-4 months. post yr video on social media, website, forum.. as much as u can to rank yr video/channel.
mass comment on youtube does help people watch yr video. but be careful to be marked as spam by YT. gl

And to clarify the 2 point.. Will I get problems with my YT network , if I use those sites like like4like and stuff???
I heard definitely they ban for using TE, what about this "like exchange" sites, does any one of you use them?

Video length depends on you but if you will add black screen that will decrease the credibility of your videos as I think you will receive loads of downvotes.
Instead create quality videos just try to make videos more than 3-4 minutes as longer videos tend to rank better.

Don't fully rely on like4like sites or others as YouTube can easily look over the referrer. Try to get some likes organically or purchase a few of dilute things.

For the last part no one can give you a proper answer as that monetization thing will be decided by YouTube only. All you can do is create videos rank them and see what kind of conversions and earnings are you getting it maybe possible that you can earn more than what you are expecting but if the case is different then focus more on international audience.
