Of course, it can be monetized. Most SMM panels' views come from external sources.

you can't since ads will not show on videos that are "embedded" on external sites

oh, i thought he was talking about generating ads revenues from a monetized channel, anyway i guess he can harvest watch-time from external views, the problem that if they drop later (after 3/7/30 days) the public watch-time will drop and channel will get kicked out from the YPP program
Are there any smm panels that can generate significant ad revenue? I've only found poor quality smm panels and the $$ spent vastly outweighs the ad revenue. I'm looking for an SMM panel where 1$ spent on SMM = $2+ in ad revenue.

No, it doesn't work like that. If this would work, everybody would do that.
