YouTube Error, not eligible for this feature

Hello everyone How can i solve this problems?

I want to monetized my YouTube channel - Subscriber 3.5k and Public watch time: 11000+ hours, Country United States but when i click features>Monetization>Enable it automatically redirects and showing error that "Error, not eligible for this feature" here is the screenshot

Are you really in the United States?
