WTB Verified Paypal Account

I want to buy a verified paypal account that does not have SSN, VAT, etc. verification.
I believe all US paypal accounts require SSN, and I tried to create paypal accounts from Canada and Europe with similar issues.
I don't want to use a fake SSN and get tangled up with identity theft.
