Yes grants take time to warmed up ,
Sometimes it can take 3-4 weeks too but yes you can spend 100% of the grant 10k once you are warmed up

Set up a real donation campaign in your account and warm it up a bit, and when the expenses reach a good point, set up your main campaign and start spending high budgets on it.
