Would YouTube Allow This?

I'm thinking about creating a YouTube channel with Police Body Cam footage. I have found some channels that do not have watermarks on their videos. Would I be able to take these, edit them, do a voiceover, and get monetized? Or would YouTube see it as reused content and not monetize the channel?

Is there anything you can do extra to make sure they are not seen as reused?

It's not advisable, you might get a strike for that.

Police cam footage can be requested by civilians due to the Freedom of Information Act in the US. Many channels make this type of video, where they provide a short introduction with an AI voice over and at the end what the person in the video is convicted of. See for example

Both channels are monetized.

It is a longer process to get these videos from the different police agencies, which is why I plan to download the videos that are already uploaded that are not edited at all and then edit them myself and add a voiceover. Do you think this will pass with YouTube monetization?

It's better to find the sources of this content and create a channel with original videos.

How is getting the same footage from the respective police agencies different than simply downloading the unedited videos that are posted on YouTube?

The difference is that in the second case, they were already uploaded to YouTube.)

police body cam fotage is free to use if is relesed to public you can use it about monetization don't think you might be able to do it, youtube might not find valuable content on it unless you go for another route as for educational to respect and follow order of the law enforcers something like that.
