If I'm already banned from fb ads but I give ownership of the page to a friend

And he buys the ad for the post?

Or would I have to recreate a new page, get a new fb account, IP and payment method

warm up the other fb accounts if it is new. if it has spending already, then there is no problem running ads from that on your old page.
