these are my settings right now.

no optin for password :(
 
Maybe a dumb question, but do you visit the checkout while logged in or in a different browser?

Yeah. I know. Just saw the “Returning Customer” in the screenshot. ;)

Maybe it’s a theme thing, where the theme is interacting with the checkout page (aka overriding the WC template.) Did you try switching to a default theme like Twenty Seventeen?

truthfully i dont want to mess around with the theme just in case i mess up the entire theme settings lol.
but i have checked my theme php and this is what i got
