Customer CMS Pros - Could be fun to make
Cons - Waste of time when most things can be done in WP. No point in spending time reinventing the wheel when you can just download a wheel and pain the spokes.

any other input on WP vs HTML/CSS?
If I understood correctly, by custom CMS you mean building a website either from scratch or with some kind of framework?
If it's correct, as a person who is outsourcing most of the things, you should consider the cost side...
As a developer, I have created various websites with WordPress and with custom CMS as well and I can tell you that the second option always takes much more time and requires extensive knowledge about SEO, because every little detail counts.
Creating websites with WordPress is way more easier and in the end you can get a highly customized website and nobody will even notice that it is a WP site

Lots of commentators are in impression that authority site always use custom CMS... There is no relation of authority site and CMS...
Big sites use custom CMS because they got budget and they want some thing different then what is in market... They want customization which some times becomes tough to do in regular CMS. Normal CMS like wordpress get very frequent update and if you got heavy customization on your site you will have to keep dev team ready to update your customization with every wordpress updates or your site may get broke...
You can easily find big authority site using CMS like wordpress, Joomla...
Pick CMS based on your expectations from site and your budget... If normal CMS got every thing what you want from your site with little customization or plugins then why waste time and money on developing new custom CMS...

My vote is for Wordpress. There are always pros and cons with each.
For example, people using wordpress worries about security vulnerabilites because the codes are open sourced.
On the other hand, Wordpress (self-hosted) is free and has lots of supported themes and plugins to add new functionalites to your site.
It really depends on what you want to do on your site and your appetite for risk using a open source CMS. (That said Wordpress is used by almost 60% of CMS users out there...It won't be taking such a large market share if it has too many problems)

Go with what you feel comfortable with. If you like WP, use it. Even if someone builds the site, there will still have to be maintenance, especially if you use a CMS. You are going to have to do that maintenance or pay someone to.

It depends on the so many thing. If WordPress can handle everything you need, then of course WordPress. If you need something that WordPress cannot do , but you can get it coded by WordPress programmer, I would say you still go for WordPress. If you have a special requirements nor WordPress can do now or it cannot be coded, then you can consider to develop a custom CMS.

Wordpress will make life a lot easier for you, there are plugins you may not have even thought about. Custom cms is good when you have unlimited list of features that you are sure about.

I'm definitely more comfortable with WP, but I was told it would be a pain to silo it.

I would go for Wordpress because it's easy and fast to set up and customize, there are millions of resources out there for WP.
Custom CMS can cost you a lot of money if you outsource the job.

You can forget about Drupal, Expression Engine, and Magento then.
Your best bet would be Joomla it scales very well, has a ton of extensions and you can easily find programmers to build custom stuff for you (components/modules/plugins). I have experience with all of them and can give you that perspective.
