As far as developing sites, since you are saying wordpess has a lot of plugins and good themes as foundation..
Can you say then that WP can save you a lot of time and money compared to HTML? (assuming both have equal skills in their specialty and both work as fast as the other)

Well I would say so.
Look at that this way - you are working on the website for a client which is total noob with computers, and you need to teach him how to add new content to his website every day. Now you see the difference between static html page and WordPress cms.
WordPress is really user friendly, you can be much master and more productive in WordPress that in writing static html.
