Withdrawing early access limited paypal funds.

I got a nice amount (for me) funds eligble for withdrawing.
First off, I live in Estonia (Europe), which means it won't let me add a bank account for withdrawing.
Second: The account is verified with an an entropay VCC (said, that can't be withdrawn to) and it's the only active card on the paypal account.
Thirdly: I got a legit CC from my bank and when I want to add it, I get an error:"Your account is limited. Please check your Account Overview page for messages about resolving this problem.
Question: What is causing this? What should I do to withdraw the money? Could turning the entropay card off and asking paypal for permission to add a new card help?

Sorry, half of the text was white. Maximum time until you can withdraw is 6 months (180 days) but I usually have gotten it with I guess 45 days. They say they check everymonth if there is a need for holding the funds longer. I guess they know that I haven't done any sneaky business or sth. Usually people I know get the 6 month full time.

What does your account say on dispute page, they should be asking some documents or information

It's an permanent limitation. Already sent all documents and it was a verified business account.

You can appeal to their customer support over phone once, but be ready with all your scripts and stories before calling.

Call pay-pal or mail them and tell them the situation. Tell that you are eligible to withdraw the funds but account is not allowing you to add credit card/bank account in the account. They will go through security verification check and reset the account. After this you will be allowed to add credit card / bank account (which ever option is available for your country) in the account and withdraw funds. It has happened twice with me in my stealth accounts and i did the same. keep your earlier card number/bank number ( last 4 digits) ready for verification.
