Will it trigger a penalty?
Absolutely yes
unless you can emulate a virality factor, which is what most churn & burn tactics are all about. But your site will fall from the SERP-s pretty soon anyway even if you successfully do that. In order to avoid that, you need HUGE authority, which you can get in 2 ways:
1) Leech it from already authoritative sites that allow you to post in there or create a blog - basically what Tommy's famous
thread is all about. Worked wonders in the past, still works, but the ROI is not as good anymore unless you are targeting high competition keywords with min. $1k+/day profit. You also need a shit ton of links and especially you need to know what you are doing!
2) Build it yourself - takes A LOT of time and money, worth it only if you build a brand and a community, not if you launch a quick affiliate site.
It's also worth saying that the virality factor is best suited for fresh news and articles that are time sensitive. Evergreen niches are completely different. In fact, the older a page with evergreen content becomes, the more authority it gets over time (generally of course, there are exceptions and depends on what you are doing). So, to answer your question, if it's a site you care about in the long-term with evergreen content, do NOT do it, you will get a penalty sooner or later especially since 90% of the spam links you buy from packages here are worthless. Instead, pay for $XX guest post links - 5 links of those are worth more (and will produce more results in terms of higher rankings) than 5k links made with GSA/SB/any other automated tool.
