Will forum comment links equal a penalty

If you don't do it massively and only in a natural non spammy way, it should not bring a penalty (as such links occur normally to reference sites).

No. Most forum links are nofucklow now. So won't get penalty.

You may get manually demoted for any reason tho, it's google so anything's possible.

I recently hired someone to do 30 forum posts in 30 days for my various pages and it has helped in ranking.
The thing to avoid is massive creation of backlinks and back link from threads where anyone can post his link without any context/match in content.
