Well, the point of a PBN is to have expired domains with a strong backlink profile already existing and then link out to your website/money site.
Of course you could make your own brand new website and start creating your PBN in this way, but it won't have any strong impact on the website you are linking to. Only if you are thinking in the very long run. Like creating authority websites by yourself and then linking out to your other websites for some day.

Relevancy in domain names only wont help much, it also depends on the content, strong authority, link flow etc., so get expired domains with authority and relevancy.
