Either you go with option 1 or option 2, its the same! If you'd another device, then you could've gone with 2 accounts on 1 device with Wifi, 3rd one on other device with 4G.
Coming out of the scenarios, insta isn't tough on catching multi-accounts. FB/Insta allows user to "add another account", so no worries. You should be more focused about what you're doing inside these accounts.

So basically im safe and could large-scale this?
10 phones, 3 accounts each phone, 1 4G connection sim card on each phone
Is safe and i dont have to be afraid of accounts being banned?
(Yes i know i ll get action limits either way but im scared of the bans)

Yes, that's safe at least for up to 2 accounts per device (I've done this in past). What matters is you're not spamming the same content from all accounts so they don't track you.
About the 3G/Wifi thing, you need to understand the concept. Whenever you connect with wifi, your device's MAC Address is assigned an IP Address. You change the WIFI to 4G, you get a different IP Address but your MAC ADRESS remains the same "always". They can get you by Mac Address but if you've 10 devices (10 Mac Address) with different internet for each that's not a trouble.

So basically i never connect the phones to wifi, just to 1 4G connection every phone and im good to go
I worried about gps bit i ll 1. Never turn it on 2. Not permit the insta app my gps location
Other than that i ve the worry that instagram interliks the accounts via the Content i Post buuuut: i will change the hash of the pictures + edit each pictures on the phones by using a different template on every post
