Should be the opposite. You got any obnormal dns configurations? How are you testing the speed? What are your Clare flare page rules? Remember it's got to cache/crawl it all first but that's pretty much instant
once it happened with me, had do disable comression and some cache for that, as clowdflare also comress the data .
i found out i was havily using comression , thrice in pligin, page size was small but page spedd was slow like hell.
