I'm really trying to get an understanding why people keep asking this question.

What makes them think SEO is dead or gives them that idea?

Because they have just found out that buying 500.000 high PR links from Fiverr won't rank them #1 for "make money online".

But I paid 1999 bucks for the ebook, you sure?

Well I think anything that is difficult, takes time and requires extensive quality work is deemed dead these days. Like IM, dropshipping, SEO and literally everything that doesn't make you rich after investing 2 pennies and 15 minutes of hard work.

Don't know some sites are ranking up which has no work on them some which has too much work those don't even appear in google.

In my country they say the current president is dead (since we haven't seen him in a while).

they want to make sure that they are not trying to raise something from dead

Because they are so lazy, so, they better say that something is dead, instead of taking action to learn, test, and rank.
Discipline, focus, and acting is something that is missing nowadays from the youth and to make their self feel comfortable, they come with a conclusion like SEO or any other internet marketing form is DEAD.
As long as Google will exist, SEO will be there, alive and pretty strong, the only thing that is worth to mention that we should adopt with any change that they adapt to their search algorithm. Adapting is part of life "Be like water", what a great quote to live by.

Orrr because they are making tons of money and just don't want you to join in due to competition

Because it gets harder for them so they assume it's dead for everyone else.

SEO is dead to those that think it is dead.

They cannot operate in that realm... nothing wrong with that but it is really a mindset.

There are a ton of people who operate in the realm where we think SEO is not dead and operate in a way to see sites rank using proper SEO.

Think it is dead and it is to you.

The same reason people ask if dropshipping is dead, or social media is dead, or IM itself is dead.

Thanks to all the 'make ten trillion in ten seconds' gurus, people tend to view the internet as just one big pile of free money. When they put in their ten seconds of work and end up with pennies, it's not because they were wrong about how much effort it takes to make a profit, it's because the method itself is dead. And rather than refine their approach to try again, it's easier to just walk away.

Thanks for the replies everyone.

I'll put my word out, me personally, SEO is not dead. I've gotten keywords from not ranking to ranking on page 1
