Can people message me if I haven't reached 15 posts? Or can I not see my DMs until I reached that minimum?
 
most rules on bhw are simple enough to follow
unless a user is looking to get banned .
 
Found this thread because I wanted to buy services, but I find it very hard without being able to PM users (needless to say I also do not have enough privileges to reply publicly). Now I read that I need to have 15 posts too do that. 1/15 I guess.

Yes, it's the same. You did not reach 15 posts, because there are sections, where posts don't count, such as the lounge. Your post counter is at 2 at the moment.

15 posts are pretty easy to get really lol. Just take part in the discussions. If you have an solution, post! If you have a problem, post!

That's not how it works. :p
You don't just spam to 15 posts. Be patient, and watch out for new threads; if you do not see one right now that you can take part in.

If you want to send a PM you need to have at least 15 posts, otherwise you will not see the option to start a new conversation. Make sure your posts are good quality and do not make short, spammy or low-quality posts just to boost your post count - these posts will be deleted and your account may be banned.

its auto enabled after 15 posts - just click on a users username
and click start a conversation
