An expired domain is filtered based on its metrics. Most people use Page Rank. Some use Moz Domain Authority, while others use Majestic Seo Trust Flow. However, one thing that you need to know is that every single metric can be manipulated. It is easier to manipulate some (DA) and tougher to manipulate others (TF), but relying on a single metric is a fallacy.
And how, if I may ask, those people use Page Rank? I am really curious about that one.
I also absolutely hate word "manipulate". As if anyone had time to "manipulate" domains before they expire or something. The word here is "imprecise" or "unreliable". Not to mention DA is shit even if it's real.
And regarding metrics, focus on RD and you will have MUCH lesser chance of screwing up as compared to other metrics. Even though RD isn't metric really, it's a fact.
